I think if you wear liquid eyeliner would luk amazing with your blue eyes, make them stand out. but maybe if your young this natural luk might b best x

For this neutral look you have, I'd say add some peach (or even pink) colored blush, and some brown liquid eyeliner on the top of the lash-line. That way, it's still a simple look,but looks polished if you go out during the day. Just some ideas there though. You have pretty skin as it is!
