I would say bleaching your hair blonde, then getting manic panic hair color from Sally's, but for color like that that'll stand out. bleaching will have to take place love.

For the love of all that is holy don't get manic panic. if you want beautiful hair color like this use special effects. trust me. the colors will not run and it will be as vibrant :}

Also special effects lasts a month at the least usually. I would get blue mayhem for the top, and fish bowl for the bottom. the tips of her hair look like they have faded a bit from a turqoise. of course you will have to bleach to a light blonde for turqoise.
