Use liquid foundations that hydrate your skin. Like BB creams. Or you could you use a moisturizer before foundation/primer

I have very dry skin (I'm post-menopausal and my skin turned into the freaking Sahara!). I find NARS Sheer Glow is the most flattering liquid

...foundation for me. For BB cream, I use Missha Perfect Cover. For other foundations I usually have to mix in a little serum. And I always, always start with a very moisturized skin.

The l'Oreal True Match foundations are good drug store options, too. I usually mix in a little serum or my Lancôme Éclat Miracle to luminize the finish.
