Exfoliate and maybe try moisturizing with an oil. It shouldn't make your skin any oilier. I use maracuja oil and it helps balance my oil levels. Skin usually gets oily when its dehydrated. Look up the oil cleansing method as well. You can use any natural oil like argan, coconut, olive, etc. Don't use baby oil or anything like that, it isn't all natural which isnt good for the skin.

I had disgusting oily skin and my makeup would never stay put. My skin is now perfectly balanced because the trick is to moisturize. I know it sounds backwards but listen. You‘re face is over producing oil because it‘s dry. You wash away the good stuff and you‘re not replacing it with good oils (like macademia nut oil which I love and use on a reg. basis) or moisturizer (my fave is spectro jel for combination skin). I found that moisturizing daily not only got rid of my acne, but reduced my oil by a whole lot.
In the morning, I rinse my skin with warm water, then seal off with cold water (no soap nothing). I apply my moisturizer (spectro jel) then my usual primer/makeup for the day. In the evening, I remove my makeup with reg. soap (try a good moisturizing bar like dove which is also cheap!) then cleanse with spectro jel cleanser (for me I used blemish prone formula- if you‘re acne free try the matching one to the moisturizer which is Combination) then I pat my face dry and apply macademia nut oil all over my face. I wait for it to soak in a little and then I apply my spectro jell moisturizer. (also sometimes before a shower when I apply coconut oil to my hair, I‘ll also apply it to my face and rinse it out in the shower and finish my routine like usual.)
Try this method, moisturize each day, make sure you go to bed with a cleansed fresh face thoroughly moisturized and you skin will stop going “Oh! I should make more oil because I‘m feeling dry!“ Your skin will be softer, more balanced and you won‘t feel like a greaseball and dirty like how I used to feel. Good luck! (:

Therepy oil by clarins is really good for oily skin. You apply to the t zone, or where ever its needed at night and fools your skin into not producing oil and therefore it won't be greasy. You just wash it off in the morning. Its quite expensive but it lasts for ages as you only need a tiny amount.
