What's the difference with a primer and a base or are the the same thing?

A base can have a stronger color to make the colors pop but a primer just makes it stay and usually blends in.

Anything can basically be a base for your shadows to being light to dark or even match the shadow and bring the color out.A primer helps with preventing shadows from creasing and lasting.

Exactly what Emma said. Some people will just use a base but I prefer a primer than a base on top of it.
