Wet n Wild! I'm obsessed with their eyeshadow palettes because the color pay off is amazing! They've really stepped up their game to compete against other popular brands.

I love Wet n Wild! liquid eyeliner. & they put out a gel liner recently that totally worked for me. As far as cheapo liners go, I prefer WnW over Elf.
