I've noticed that during the summer I tend to break out more. I had pretty clear skin a few months back, but now I've started to break out more, the pimples tend to be really small and the exact color of my skin. I'm breaking out mostly on my forehead and cheeks. I have oily skin and my skincare routine consists of: aveeno clear complexion cream cleanser with SA (am & pm), alba botanical ancnedote face and body scrub (I use this 1-2 times a week at night) and for moisturizer I use neutrogena oil-free moisturizer with spf 15 in the day, but it still tends to make me oily. Please help!!

Scrap that cleanser. The SA (salicylic acid) isn't at the right PH or being left on long enough to do anything for skin congestion. Grab Olay's Gentle Clean foaming face wash. In the morning buff the cleanser off gently with a soft wash cloth; you shouldn't need to scrub hard enough to make your face red or raw. Microfiber cloths can be purchased at a great price on Amazon and other retailers. At night wash normally.
After cleansing you can use a moisture spray to give some water back to your skin before moisturizer. I like the NuSkin NAPCA Moisture Mist. Again, pretty affordable on Amazon. This can be done day and night.
At night follow moisture spray with a proper salicylic acid product. Paula's Choice has some of the best and they're not terribly expensive. Some of them can even double as moisturizer in the PM.
Follow with moisturizer of your choice if applicable. There are lots of options on the market; it's a matter of what your concerns are.
During the day you should have at least spf 30. CeraVe is a similar price point when compared to neutrogena and tends to be much better imo.
If your skin is truly oily, that's hormonal and cannot be regulated by skincare. Set your sunscreen with powder if you dislike shine. I like RCMA no color powder.

A few things to note regarding salicylic acid. It's best not to start with nightly usage if you are at all prone to sensitivity. Use no more than once every other night at first unless you're confident you won't have any kickback.

Use a gentle cleanser, like "aquamarina" from lush. It may be on the pricier side but it's so different from any other cleanser I've used. It's extremely gentle and keeps my skin clear. After cleansing, I recommend using a toner spray. I typically just put rosewater into an empty misting bottle and spray right after cleansing. It restores your skin to the correct PH balance. I would stick with the oil free moisturizer you're using. And 1-2 times weekly, you should be using a really good face mask. I can recommend two that have saved my skin. The first is the "Aztec indian healing clay" mask. I recommend mixing this with apple cider vinegar. It really is an amazing product. It does leave your face red for 30 minutes to an hour after using, but it's completely normal. The other face mask I recommend is the "mask of magnaminty" from Lush. Its a bit of a more gentle face mask and really helps reduce inflammation.
