I think you may get some inspiration in Anne Hathaway, since she also has downturned eyes. Looking at some pics of her, they would do some thin black eyeliner and without a wing (or veeery small). What she emphasizes most, is her lips.

Also, don't forget to curl your lashes if you're just going to wear mascara only and you may possibly not want to put mascara on the last two or three outer lashes. Sometimes depending on your eye shape, mascara on the edge can drag the eyes down.

For downturned eyes you'll want to try to use falsies that are shorter toward the inner part and longer at the ends/outer part. Basically, flared. This will help balance out the eyes and help them look a bit lifted.
Winged liner also helps to give the illusion of lifted eyes.
As far as the overall look I think a simple eye look with a nice red lip is very classic and would be perfect with the dress and perhaps use a highlighter or a shimmery body lotion on your shoulders, arms and back
