You could try a DIY sugar and honey scrub - the honey is known to help lock in moisture - and if you use brown sugar it will be even more gentle than regular granulated sugar - then follow up with some coconut oil and done

I just slather aquaphor on every night and buff with a wet microfiber cloth in the morning. Follow with a hydrating balm with spf.

For me using a Lush lip scrub (mines bubblegum) and licking it off then using Vaseline (which I SWEAR by) really helps for me and if my lips are extra dry maybe twice a week I use coconut oil. This was all overnight and as soon as I wake up in the morning I put on lip balm and after brushing my teeth and eating I always put on Vaseline. I will insert pictures of my products if you ask. Bite Agave Lip Mask- it's so good. They have clear and two tinted versions. I bought Champagne and I like that I can wear it in the day- it is a petty color. A soft pinky nude with a tiny bit of shimmer. It transformed my lips in one day. We had an unexpected snow storm in Oregon- strange weather for us. My lips were cracked and dehydrated. The Agave mask was effective and worked fast.

Typed it up and realized it's a long comment, but I've dealt with dry lips issues for a long time, so this is what works for me, maybe someone else can find relief in it too :)
I made lip scrubs for Christmas presents this year it's so easy and one of my friends was so grateful as she didn't want to spend $10+ on a tiny pot of sugar and oil.
I used normal white sugar, but I suppose brown would also work, just make sure it's not large granules, I made that mistake :x
It's mostly sugar, drizzle some olive oil (also excellent for hydrating skin and hair) little by little until it's the consistency you like. I also added some 100% cocoa butter and a little Shea butter (melted in the microwave and mixed in) to help it stick together more. I used a tiny bit of lemon essential oil and with the sugar, it smells and tastes like this lemon sugar body butter I had in high school that smelled so good I wanted to eat it. Now I can lol. I also think vanilla would be nice.
I use my diy scrub, afterwards I gob up some honey on my lips for about 10 minutes (honey hydrates and raw is best) and when that comes off, some Vaseline. And when that wears off, just keep up with lip balm all day.
Unrelated to all that, but I buy all sorts of lip balm like it's going out of style, and I find that when my lips are really rough, the Blistex Medicated dark green tube really makes a difference overnight. Whatever you use, use moisturizing products (oils and butters) all day and sealant products (petroleum and beeswax) at night :)
