The blue colour underneed the eyes could be because of veins and the swollen appereance could be just some puffyness. But to be safe you can consult a doctor or dermatologist.

It's not uncommon for illness to show up in skin; its your largest organ. Often liver or gallbladder issues can trigger discoloration,, as can vitamin deficiencies A physical exam can tell if you're dealing with broken capillaries/spidering of veins..really. I would see my primary for a simple blood panel and physical exam.
A year with a blue, swollen eyebrow is definitely something that should be addressed. My best to you.
