Smooth Operator™ Amazonian Clay Waterproof Concealer

Or do you have any other suggestions

My eyes have been super watery and the makeup under my eyes just washes away
I've tried multiple primers and that's not solving the issue

I find that rimmel's match perfection highlight/conceal is decently waterproof. It stayed on through a cry fest and sweat and a lot of similar events.
