#1 looks like a eye contour brush. Could also be used to apply shadow under the eye or as a detailer contour brush. Could also be used for concealer.
#2 looks like an flat liner brush
#3 I think is an eyeliner brush (thin end) and smudger/blending brush (other end)
#4 looks like an angled eyeliner brush
#5 looks like an eyeshadow brush. Can be used for blending or patting shadows onto the lid
#6 is a spooley, used to blend eyebrows and can be also used to de-clump mascara
#7 looks like a flat foundation brush. Used for full coverage in a painting motion. Could also be used for applying (but not blending) contour or for applying highlight
#8 looks like a detailer eye brush. Could be used for a lip brush too if stiff enough
#9 looks like a eyeshadow brush, could be used for patting shadows onto the lid or for a wide lip brush if stiff enough
#10 flat angled brush again I think. Looks a bit bigger, could be used for lower lash line eyeshadow
#11 looks like a blending brush for eyes. Could be used for highlighter (if big enough) or patting shadows onto the lid
#12 I reckon this is a crease brush or detailing brush for the eyes. Can be used for concealer too.
#14 Another flat brush. I reckon eyeliner or for packing eyeshadow onto the lid or in the crease. This one and #2 #4 and #10 could also be used for brows too.
#15 blending brush for transition colours between shadows. Could also be used to blend out eyeliner
#16 think angled brush. I use this for my brows (pomade) and for my winged eyeliner.
#17 another crease/transition blending brush I think, good for smoking out eyeliner too
#18 very thin eyeliner brush or detailer brush for eyes or lips
#19 sponge applicator for eyeshadow or for layering on concealer/foundation in small, problematic areas.
#20 Another crease or blending brush for the eye I think.
#21 detailing brush or for blending out transition colours. Could be used as a lip brush too.
