If they're hereditary then there's my much you can do to fade them.

If they're not drink plenty of water, get plenty of sleep, and sleep slightly propped up.

Makeup wise use a peach or salmon toned corrector followed by your skin tone concealer. The corrector will cancel out the blue/purple tones of the dark circles so it doesn't peek through your concealer

Using color theory, opposite colors cancel each other out. I'm always and forever preaching peach to brighten the under eye area. That said, let's talk about colors. Use a colors opposite to neutralize it. For instance, if you have redness, use green. If your under eye area is blue, use orange (or peach). If you have yellow, use purple. If your bags are purple, use yellow. You can then apply a light touch of concealer on top and it will cut down the amount of concealer you need and help keep the texture down. I use the LaMaq Pro palette, they sell small versions of it online. It's a wax based pigment. A little bitty bit goes a very long way.
If you don't want to go that in depth, try the color correcting primers from Makeup Forever. They're the only primers I've ever seen that actually do make a difference. Good luck!  :)

Your skin is beautiful. Use yellow concealer. The wand one from Nyx is amazing.
