Do you need both? Or, I'm just confused about what they do. Is it better to use both?

Finishing powder is optional.
They're usually silica based like HD powder and you just need a small amount after you've put everything on and it'll help minimize the look of pores, can help minimize the look of cakiness and fine lines etc.
you really need a small amount otherwise it can cause flashback in photos.
You shouldn't be able to see the HD powder on your brush or be able to smell it.
A setting powder is meant to set your liquid or cream foundation and help prevent it from moving around/mattify and/or help prolong the wear.
Setting powder tend to be made up of talc, kaolin, rice, corn starch, there are different kinds but they basically just help to set your makeup and some work better than others depending on one skin type/the finish you're going for.
I personally find talc ones aren't that great for oily skin, at least not in mine, I end up fairly greasy with talc based loose powders and such.
I think it's better for normal, dry or combo skin.
