Ummm black liner is universal, will look great regardless of ones skin tone. As far as brown eyeliner it will likely give a soft natural look for your eyes. So it depends on what you are trying to get.
Ppl wear eye make without liner btw

You could use black, navy, eggplant, dark green etc.
when it comes to Browns just get one that's dark enough to give definition.
A deep brown that's sort of an off black where it gives definition but isn't quite a harsh as just a regular black eyeliner

I agree with aurora and kat. I think eyeshadow is one of my favorite makeup products in general so its part of my everyday routine, but it's not needed to look put together. eyeliner and mascara will still look good without it. sometimes I prefer just eyeliner and mascara for a bold lip.

I love this pencil. I use it to create my smokey brown eye look. Really keeps its intense without looking harsh.
