Also, which exact Neutrogena are you using? I'd stop the sugar exfoliating for certain.

Well, your toner is alcohol free, but I'm not sure if it contains aloe or fragrance. You'll want to check your label for that. Although your moisturizer is fragrance free and has glycerin, that's really all it has going for it. What you seem to have is oily skin that is running dry due to either products being used or routine.
If your toner is aloe based, then I'd keep it, but upgrade my moisturizer to one that's thicker and provides hyaluronic acid, such as CeraVe cream (jar). If you want to keep it lighter, their AM and PM formulas also contain hylauronic acid. Bonus are its beneficial peptides, ceramides and niacinamide. Niacinamide is a form of Vitamin B3 that reduces inflammation (both in oral and topical usage) It pairs with the other ingredients to retain moisture and softness. My own derm recommends all three formulas...which I use religiously. The AM contains a broad spectrum, physical sunscreen that prevents acne scars from darkening.

Your soap is drying you out, even with occasional use. If it contains sugar granuals, you are actually inflaming and irritating your skin with each use. A better option for exfoliating would be an AHA, such as 1% Salicylic acid. (You can get it at the drugstore by the skin products)
I'd keep exfoliating to once a week until my dryness passed and I would recommend alternating between Sweet Almond Oil and Jojoba oil when you are home and have some down time.
If your skin tolerates 1% you can gradually increase your percentage to suit your needs.

A Vitamin C serum, such as Mario Badescu's, will help even out your skin tone and brighten skin.

If you use a finishing or setting spray with alcohol, I'd nix that for now as well. Lastly, drink lots of water, amp up the omega3 in your diet and try drinking a cup of Green Tea every day. Green tea is full of antioxidants and naturally reduces inflammation. You can make a soothing rinse by brewing 2 teabags in a cup of water, letting cool, and then either splash your face or soak it up with a thin, all cotton washcloth and then cover your face for a little.
The teabags are a nice at-home spa treatment for the eyes.

My pleasure. Forgive my typos/misspellings...lol I wouldn't introduce the C just yet if your skin is inflamed or irritated. When you do, introduce it slowly. If you find it irritating, you can switch from the ascorbic acid C (Mario) to a more gentle Ester C. Ester C is abput double the cost of ascorbic..but C eill help you fade those scars. You may find using the C on just your forehead for starters works for you. Just be sure to keep your water on the cool side when rinsing and always use pure cotton. We want to soothe your skin as much as possible. If you decide to use chemical exfoliation, I would begin with the Salicylic acid maybe once the first week...then twice the second, spacing them apart and see if that works for you. Hold onto your receipts in case you need to return them and please, test patch any new products. Good luck!
