Advice on teaching my cousin how to do her hair and makeup.

Why don't you do half her face and then she can do the other half? Or you could do your own face and then she could do hers?
You can stop after each step so she can copy and then give pointers as you go.

Hmmm this can be tricky because makeup techniques and colors such may work for you may not work for her.
Also, depends on the look she's going for. If you're mixed, you most likely have a different skin tone and someone who's mixed is more likely to have double eyelids compared to someone that's full Chinese.
Does she speak mandarin?
In China, most people have to learn English and with certain words you can just use google translate. It's just not accurate when you do full sentences at times.
Asian hair tends to be quite straight and can be hard to style(I have very Asian hair, naturally)
And if she wants to make it wavy or curl it then I'd really suggest adding mousse or a little bit of gel beforehand because Asian hair doesn't really hold curls as good.
If her hair is very dense then having it thinned out would be helpful and adding layers.
As far as makeup, she is quite fair and definitely has a yellow undertone so let that be noted because I know a lot of my Asian friends to forget that when picking foundation and end up looking ashy and like they clearly have makeup on because it too beige or pink toned.
The L'orèal true match has a few good shades for those with yellow undertones. There's the original formula for normal to oily skin as the lumi one which is more for dry skin.
Eyeliner, should get a very thin brush and use either a liquid or gel because they tend to hold up better on monolids.
Colors that could look good on her (and popular in Asia)
Are soft pinks to even more bold pinks, peach colors, orange, reds and nudes.
I know in Asia a few popular lipstick shades are Peachstock, Morange, Saint Germain, angel, Ravishing, Razzledazler and even Ruby Woo or maybe it was Russian Red but those I feel would look quite good on her.
Angel being a good everyday color.
As far as eyeshadow, I think it's easier to how rather than talk so I'd checkout YouTube, there's actually a Korean show that puts on makeup on other Koreans and it'd be pretty helpful and they do some more trendy stuff as well
