I like dipbrow simply because my eyelashes are very light and sparse and I like thicker brows and the dipbrow allows me to fill in my brows much darker than pencil or powder.

It depends on the look you're going for. If you want thick and prominent eyebrows, go for the dipbrow, but if you are going for more natural brows, get the pencil.
Also, if you are not experienced or comfortable with makeup, I would go with the pencil. The one problem with the dipbrow is that after a few seconds, it will not budge. There's not much wiggle room for touch ups. So just make sure you have a nice brow brush.
But I have both and use both. Just depends on the look I want. They are equally as amazing and will give you great brows every time!

I love the Anastasia pencil - I use it all the time, but I prefer Tarte's Amazonian clay brow product to the dip brow - I find that it's easier to work with and I like the way it blends out better. I agree with some of the other comments - it depends on the look I'm going for (and honestly, how much time I have!) and use both products all the time.
