Purple looks amazing with brown eyes. If you're looking for something less bold, then red or burgundy would look nice too.

As for a haircut, you should do it if you really want to. I had long hair that reached all the way to my hips, but I decided to cut it into a bob a year and a half ago. My hair had been damaged very badly due to using heat products everyday and using color remover on it every other month. It's like a clean slate, my hair felt so much softer and I love how low maintenance it is. I can see this sort of hair cut being flattering on you:
