Alright so my hair is naturally a chestnut brown but right now I have it dyed black. I have left it untouched for about a month, but I was interested in trying something new and doing an ombre that starts black, fades into a darker blue, then fading into a lighter blue. How long should I bleach? Which dyes are good to use? And is my hair going to be fried??

Because it's black hair dye, I'd suggest using a color stripper like Color Fix or Color Oops on the parts of your hair that you want to be blue to lift the black color out of
Your hair. In terms of blue hair dyes you can look
Into Manic Panic which is a great semi-permanent dye that lasts and has a variety of colors, or you can look at the Ion Color Brilliance line, they have good colors too. Other dyes are Arctic Fox and I know some people have gotten their hands on Pravana which are all really good lines for colorful hair dyes.
No ones hair is ever good to be fried due to the damage but if you get a good repairing conditioner or hair mask I think you'll be okay. Coconut oil is a great conditioner and mask all in one and it's not expensive at all.

Forgot to mention that it's best to use the color stripper first before you bleach your hair and then afterwards if your hair is strong enough go ahead and use bleach but use a low volume developer like 10-30. I'd highly recommend 20. And then when the bleach is on your hair just check it periodically I'd say 20 minutes should be good, but everyone's hair is different so just check regularly like at 5-10 minute intervals or strand test a few pieces at different times to see if it's as light as you want it.

Do it professionally go to jcpennys or Paul Mitchell (the 2 cheapest and best salons I've found). I've bleached my hair 10+ times thinking I could do it the same but now I go to the salon, it looks way better and I fried my hair completly.
