A deep conditioner mask you use in the shower is great. While you shave, leave it in with a shower cap on and put hair in a wrap like a bun. Rinse with cold water until slippery so then the conditioner will sit in your hair and work for a long time. For hair color you should probably just get layers and highlights a few shades lighter than your hair. In the picture you look like a tanner beige skin tone, but that is probably because of the lighting. I don't know what kind of skin type you have. If you have oily skin I suggest a matte foundation with a powder over it to make skin totally matte and shine-free. Before you put makeup on you always want to use an oil free moisturizer and toner. Toner first, always. If you have dry skin use whatever kind of liquid foundation over it. Liquids and creams-especially creams-will make sure no flakes occur. And before you put makeup on you always want to put moisturizer on. A powder over it will set. You have amazing freckles so I suggest a lightweight foundation or a BB cream. Different brands have different formulas. You are insecure about blemishes. So if a pimple pops up, put a concealer that matches your skin tone (one that is one or two shades lighter than your skin tone is great for under your eyes) over it. Pat, don't rub. A stick is great for if the spot is oily and a liquid for if that area is dry. Use an oil-free concealer so then it doesn't make the situation worse. Of course if you want the foundation to have acne-fighting skills find a formula with salicylic acid in it so it could fight acne all day. A primer is also great. Try a matte one or one with a little bit of green undertones to fight redness. I believe Mac has one that is matte and slightly green.
