I rotate from rosehip oil, and vitamin serum c serum. I apply my moisturize over them, but I just watched a video saying that oils should be apply over the moisturizer. Which one should be apply first?

The oils act as a barrier to deal moisture in. so if you put them on over your moisturizer they will help it to penetrate into the skin and stay put. So if you really need the moisture that would probably be what you want to do. if you're not dry skinned but you want the benefits of the oils I would keep putting them onto clean skin and letting them absorb directly before adding your moisturizer.

I have oily skin and I apply my oils first onto freshly cleansed skin then my moisturiser.

You definitely need to apply serum, moisturizer than oil. If you use all three.
If not than it goes serum than moisturizer or moisturizer than oil.
You go with the lighter formula first (serum) to heavier=moisturizer.
The oil may be lightweight but the way oils work is they sort of... Sit on top of the skin and lock in moisture by creating a barrier.
Most moisturizer are a mix of oils, water and humectants anyway so if you've got a good moisturizer you may not even need an oil although it can help seal in more water to keep your skin hydrated.

If you want to seal in moisture with an oil then yes oil goes after moisturizer - but a serum is not used for that - so you apply a serum before moisturizer - otherwise you can mix oils with your moisturizer in your hand and you will still reap the benefits of both - and some oils can replace a moisturizer
