I would just restart with a steadier hand. I think it would be harder to clean up than to redo. You could try using a q-tip around the edges and take the nail polish colors and use a steadier hand to color over the areas you messed up.

I agree with the girls. Seems like you applied heavy coats of polish and didn't take time to let them dry.
I have zero ability doing my nails so what I do is paint in a solid color (thin coats) and if I want a design I use nail stickers (I find them in the supermarkets, or stores like Sally Beauty). Finally seal with a cleat top coat and you're good to go :)
