The Clinique Beyond Perfecting Foundation is really good if you like full coverage. I'm not sure of the price in the States but it's $34 Canadian so I'm assuming it's less than or close to $30 there.

If you're skin is normal, kinda dry or slightly oily then I'd check out the RCMA foundation.
If you're more on the oily side I quite like the Mac studio fix fluid which is medium buildable.

You can find good ones for under $40 under $30 is difficult to find - what is your skin type and/or skin concerns you are looking to address with your foundation?

You should definitely try the EX1 foundation I believe it's like $18 or some where around there. I have a tutorial on my foundation routine using this foundation if you would like to check it out. it's buildable and the finish is amazing it is my absolute favorite!!

Clinique beyond perfecting foundation and concealer for sure. I think I paid $29 for it at Boston Store.

I agree with the Clinique Beyond Perfecting foundation. LOVE IT! I only paid $27 for mine though. And that was at their counter in Macy's. That's also the same price it is for Ulta, which I know for sure because I work there (but not all Ulta stores will have it, online for sure, but not all stores)
