It's to lay out a illuminating dimension flush to the cheek.
Wet or dry but used over a cream blush and slightly wet a brush or sponge and pounce over the cream blush to help give that slight glow.

I would use that as a blush topper to add that sheen or to transform a matt blush! I have several from Elf that look just like that.

I would agree with saying that is something to use over a blush to give it more of a glow. I could also see it going the other way and being used as a highlighter of sorts depending on your skin tone. I have something similar in my blush palette. I made a powder that can be used as a highlight on it's own or it can be applied over blush to give it more glow. Play with it and see what works for you. :)

In my experience, products like this are whatever you want it to be. Depending on your skintone. Fair skintones can use it as a luminous blush, light-medium can use it as a blush topper and tanner skins can possibly use it as a highlighter as long as the base isn't too white.

I agree with Marleen, depending on your skintone it can be used differently.
It's quite a pale pink so it could definitely look pink on fair skin but on more medium-deeper skin it would kinda wash out a bit and probably be better as a highlighter
