The only drugstore foundation I feel is the best coverage is the Loreal pro matte. I know you said more expensive foundations aren't in your budget, however I have a suggestion. If you can save up $40, you could buy the CoverFX Custom Cover Drops and add them to any drugstore foundation to increase coverage. You only need 1-3 drops so one bottle can last a while. This is a product that I buy consistently. I also have something similar to melasma; I have hyper pigmentation above my upper lip. It looks like a mustache, which needless to say drives me INSANE. The only foundation I've ever found that covers it on its own is the Marc Jacobs Remarcable, but it is quite expensive. On the days I want a dewy finish (and dewy foundations typically offer less coverage) I will add the cover drops. It doesn't cover as well as the MJ but it helps a lot. Hope this helps!

I really like L'Or?al infallible matte and L'Or?al True match. Rimmel London wake me up foundation is really lovely too, as well as Bourjois healthy serum foundation

Definitely the L'orèal pro matte.
But if you can, I'd get the MAC Full coverage cream foundation. It is like $30 but it comes with 28 grams and I find most cream foundations sell theirs at a price around there for about half the amount so it'd be a good investment and you really don't need much with creams in general.

The Revlon 24hr stay is really good! It has great coverage and covers all ski colours and skin types 😊
