The first set of numbers.
125, 118, 127, 123 are part of the old color system and it was sort of all over the place.
The numbers next to it are the shade names and they're in order
Y315, Y325, Y335, Y365.
I believe 125=Y315 and 118=Y325 are around the same depth with a slightly different yellow undertone.
Same goes for 127=Y335 and 123=Y365
125=Y315 and 127=Y335 are more of a yellow/golden undertone.
118=Y325 and 123=365 are yellow with a slight olive tone (green)
Since there's an olive tone it can look a tad darker due to the coolness of the green tone which is why the 118 is after 125 and 123 is after 127

Hi Erika! This chart shows the equivalency between the old number system and the new one, because as you pointed out, the old one wasn't very intuitive.
With the new ultra HD foundation there are way more skintones than before, and this only shows how the old ones match to the new system.
So you really need to just pay attention to the numeration in bold. The first letter shows the undertone (Y=yellow R=red) The first

Wait, sorry. I'm confusing the 118 shade with the 117 shade.
118 is a tad more beige compared to 125 which is why it would look a tad darker.
117 is on the "light" category and has that olive/green tone

(Sorry, I hit send accidentally) So the first digit shows the 'category' of color (light, medium, tan, etc.) and the last two digits relate to the specific tone within that range (being Y335 one tone darker than Y325, as they go by in 10s)
The ones that end in 5 seem to relate to the Y undertone, and the 0s for the R, which is a bit of a redundancy if you ask me. But sure enough, this system makes way more sense!
I hope we could clear it up for you :) and let me know if anything I said doesn't make sense
