Makeup should be somewhat simple- you want to look like yourself in photos.

I like this because it's perhaps something you can do yourself. It's up but yet down as well, so your back is shown. And the neckline of your dress is also shown.

I think your hair up in a low bun will look very classic Hollywood and show off nice cut of the dress (open back and neckline). I love #3 Sabrina suggested with either a nude or red lip, the makeup look in the picture looks nice too.

I think a nude eye with the color blue in your dress for lips. Nude shoes would look lovely with that dress.
