I got a color correcting palette and there's a lavender/purple shade. It says it's for "brightening skin tone", and when I look it up, the same thing is said... But I just don't really understand? Where is this meant to be placed and what exactly is this for? Thanks!!

Purple neutralizes yellow. Whenever you neutralize a warm color with its opposite cool color it generally gives a brightening effect.
If you've got areas on your face that are yellow toned when the rest of you is a neutral or pink color, a purple color-corrector can help neutralize the yellow.
If you're just naturally yellow toned it can be used to give a subtle highlight.
When you neutralize a warm color it can make the area look brighter.
So, you could use it under the eyes and such with a concealer that matches your face instead of using a lighter concealer and it can give a more subtle/everyday type of highlight.
Or if you're neutral and find a certain concealer is too yellow you could even mix a little bit of the purple with it to give a less yellow or even neutral shade depending on the ratio
