I have a TERRIBLE habit of biting my lips. It makes my lips so chapped. When I use chap stick, it just makes me bite them more and take off the skin.
does anyone have any ideas to help me break my habit? thanks!

Maybe put on a Chapstick that you hate the taste of! It will keep you from licking and especially biting

Wear a bright lipstick (red or any other vibrant color), because if you bite your lips, it will be super noticeable and look awful, so you won't do it again.

I'd gently exfoliate your lips with a lip exfoliater or a gentle wash cloth. apply a good lip balm. I'd replace the oral fixation of biting your lips by chewing gum, biting on a pen etc. when you catch yourself biting your lips, apply lip balm and concentrate on doing something else.

I wouldn't wear a bright lipstick.. Those always look terrible with chapped lips. I recommend a sugar scrub on your lips, and then put on a nice lip gloss that had some tint to it. You won't want to bite your lips with something cute like that on!

Bright lipstick! My cousin had the same problem and she used to wear bright orange. Also, if you need distracting from it (habits like lip biting is often an anxiety thing that you aren't consciously doing), I'd invest in a tangle. They look like this and you can twist and turn them around your hand. Mine cost me 2.99 and it's so worth it. I got mine off eBay.
