Hehe well you are basiclly describing the Urban Decay Naked Skin Weightless Complete Coverage Concealer ;) I use it and its a very nice concealer :)

I agree with the urban decay one, it blends so easily into the skin and has a nice light texture. It is buildable, I need two layers to cover my under eye circles well enough for them to be not prominent anymore (and they are really bad without concealer lol). In my experience it's also not necessary to set it with powder, it doesn't go into my lines and stays nice throughout the day. :)
