I've found it more effective to attack flaky dry skin from all ends.
Cleansers
Exfoliating (not too much)
Moisterizer
Primer
Foundation
And optional, sheet masks, although not optional for me.
That said, I love the Smashbox OIL PRIMER. It is my holy grail.

My skin is oily with pores on the tzone and the weather here is super humid and hot...the only primer that has worked for me ever is Becca Ever Matte Poreless Perfecting Primer...but since you have dry skin I would recommend Scalisi Skincare Anti-Aging Moisturizer...its a 4 in 1 product..primer, moisturizer, antiaging treatment AND sunscreen all In one..it smooths down skin so well all the while minimizing pores and giving a slight glow...its a bit expensive though..$55...but a bottle lasts 3 to 4 months if you use everyday...I have loved it so far.

I have incredibly dry skin too.. My favorite right now is the MUFE step 1 nourishing primer. It really feels hydrating when you put it on and when I put foundation over it, it's way more forgiving of dry patches. I also used the too faced hangover rx primer before and it had a similar effect. Another thing that helps me is Mac fix+. I spray it on before my primer and after I set my foundation. It really adds moisture to my face and makes my foundation look way better. 😊

What foundation do you use Kayla?

I use a few.. Urban decay naked skin is my favorite high end. I just really like the color match and the coverage is exactly what I need. It's aimed more for oily skin but it works pretty good for me. As far as drugstore, I really enjoy the Bourjois healthy mix serum gel foundation or healthy mix foundation. Both of those are amazing for dry skin! I get them off amazon and they're pretty inexpensive. The color selection isn't as good on those though, I usually mix them with a white foundation to get the right color. Both are a light-medium coverage which is all I need.

And another thing that helped with my dry skin was using a cream cleanser instead of a typical facewash. I started using Lush Ultrabland Cream Cleanser and it worked wonders for my skin.. That and a nice thick moisturizer. I use one from Kiehls that works well for me. Skincare is where good skin starts anyways. Be careful using a clarisonic, they can be really harsh especially for dry skin and can make dry patches worse. Chemical exfoliators might be a better option if you really want to improve your skin.
