Dark skin on toes

Hey guys! My feet are normal coloured - matches my body. However, the 'knuckles' of my toes, are very dark! Also, the skin right below my nail cuticle is dark too! Anyone know how I can fix this so they're normal coloured?

I have the same issue I've been doing pedis with suger scrub and whitening creme
