i don't know were your location is but check online and see if you can find BLACK UP products in your area, their foundation is water based and its the best, as i have super oily skin myself.

Have you tried a mineral or a pressed powder foundation? I have oily skin and I currently use MAC's mineralize skinfinish in medium. If gives your skin a nice glow and the coverage is buildable.
