Am i the only one really confused about this? They say its a really loose perm and apprently makes great beachy waves! Any one tried it or have heard of it?

It's is just like the original that you think of when someone uses the term "perm", but instead of using the small skinnier rods the stylist will use a bigger rod depending on how tight/loose you want the curl/wave and the length of your hair.

I had a friend do that, I didn't know I just thought she had amazing curls and she said it was permed, I was very shocked didn't know perms can turn out like that

Perming is a bad word associated with 80's spiral perm disasters. The reality is that it's a chemical process that will retexture your hair to "perm"anently take on whatevever position you put it in. Literally every single 1950's movie star had her hair permed into those old hollywood waves everyone likes. You think they did that every morning? Heck no. I've seen articles from that time period on perming your 5 year old, for that matter. Point being, if you use perming solution and the right size/placement of curlers, you will get a beach wave that lasts.
