17 year old with lines and dark circles under eyes. Tried eye peels and eye creams and they seem to make it worse or the same.

The lines are probably more from dehydration than anything. Try upping your water intake and use a moisturizing eye cream. As far as dark circles go, you may just have to play around until you find a formula that works for you but in the mean time Bobbi Brown makes awesome concealer and corrected for dark circles.
