If you're going bold I would only go for eyes or lips at one time so you don't wash yourself out. A neutral eye with bright lips or cheeks would look nice. Or bold eyes with a light lip. I would also get a blush and use that to add some color to your face as well. I'm fair and I like peach and light pink blushes myself.
I would check out some of Drew Barrymore's Flower cosmetics. It seems like her brand has a lot of stuff for fair skinned girls :)

Neutral eyes, mascara eyeliner on top lashes only and not super bright, bold lips. If you wear blush go for a very light blush. I hope this helped I'm very pale

It all really depends on your undertone. I'm really pale, and I can rock a bold lip and smokey eyes at the same time. But if you're going to go for both, make sure that the lips and eyes compliment each other. For example you could do hot pink lips with neutral eyeshadow, but not hot pink lips with purple smokey eyes. Also, make sure your blush isn't too dark. Hope this helps!

I agree with Maya. It really depends on how you wear it, not what you wear.
But for blush, I recommend Elf's Twinkle Pink as a light shade.

I'm with the girl with bold lips or eyes. I'm pretty fair and have dark hair, I look like a clown I I put bold on both. I usually so eyes cause they are more fun, but I have a few lippies that I wear pretty minimal make up with.

For foundation, Revlon Colorstay and Loreal true match seem to have a broad colour range, drugstore wise.

I think going for natural eyes use browns and golds and such, if you want some colour, some light purples or blues, different shades fading to one :) Light shimmery pink for your lips :) And don't always need foundation, if you want it, do something that matches your skin tone :) and blush I think a lighter pink look would be cute if you want to where it :)

As a super pale girl, I want to tell you to rock WHATEVER you want! If you only want to wear light, neutral colors, then go for it, but otherwise don't let other people limit you. Base your makeup on your face/eye/lip shape rather than color. Find out if your undertone is cool, neutral, or warm and go from there! Foundation is freakishly hard to find in warm super-pale colors, so I haven't found my perfect match yet but if you have a cool undertone, you will have lots of options. :]
