I had the same issue just don't touch them and let them grow. It might take months but they'll come back!

Well if you're anything like me it could take ages! My eyebrows were not over-plucked but I wanted them to be a little fuller and more natural so I decided to start growing them out. That was about 6 months ago and they are still not there yet :P It doesn't bother me, I just fill them in and it looks fine. Give it time and they'll start to grow back.

Hide your plucker and let them grow out. Use Olive Oil or Vaseline on them every night. Leave them alone for a month or even two and they'll grow thicker, trust me.
