Glamophage works great to cover darkness under eyes. I also use one of those roller ball gel pens under eyes in am. It's by garnier I believe

I like the Sonia Kashuk concealer quad. It will hide the darkness, just not bags too much.

Sadly, it's a combination of genetics and thin skin. There's nothing you can really do to fix it. Plumping up your skin with moisturizers and contracting blood vessels with caffeine can help, but you basically just have to cover it up. The best solution I have is to use a color corrector (such as yellow or salmon, depending on your skin tone - I use LemonAid by Benefit and I can't live without the stuff) and then concealer over the color corrector. Some people swear by luminizers such as the YSL touche eclat (and various dupes thereof), but I hate pretty much everything that says "illuminating" on it, so I don't use things like that. Like I said though...other people swear by it.
