I always try to go on a diet but then I start to eat junk food again! I'm only like 45-50 kilos I'm 13 turning 14 this year and I'm skinny but I want to lose some weight from my thighs, I need help seriously!!

I have the same problem! Except I want to lose weight from my arms and stomache.
I try to eat healthy and exercise a lot and if I start craving junk food
I remind myself of my goal and how happy I will be when I reach it.
Also try to drink lots of water, it helps so much! I'm not sure if that's the kind of answer you wanted, but it works for me!

You can not target specific areas... Cardio and weight training and your body will begin to transform all over :) in saying that there are some toning excersises you can do to speed along the process - go on you tube and type in inner thigh workout xx good luck!
