Honestly it is probably a black polish mixed with a clear coat to make it thinner and more transparent. Here is a tutorial that shows you how to make one. http://thepolishlist.blogspot.com/2014/05/polish-diy-make-your-own-sheer-tint.html
I believe there is not a sheer black polish out yet, but with this design craze, I don't think it will take long for someone to make it!
And then over top is a matte top coat, I recommend matte me crazy by NYC :)

It will be more easier to use acrylic paint for the lace design. 😊

Just get an empty polish bottle and fill enough so the brush gets polish easily with clear polish (not top coat) then add a drop of black and shake it. Test the color and keep adding drops until you are pleased. For the details you can use a nail art pen or a very small brush.
