If you're just starting out then go for basics and build up from there. BB cream, concealer, brow powder, maybe a small eyeshadow palette, mascara, blush, and tinted lip balms/lip gloss/lipstick. I recommend checking out NYX, they're a very affordable brand and their products are great for the price (:

Depends on what you want to enhance and cover. If you have great skin for example you don't need to start wearing foundation. Perhaps you could just wear blush and some liner/neutral shadow on your eyes and a light gloss on your lips. It really depends on what you want to emphasize or not.
