In spring I usually just add a blush to my makeup look since I rarely wear it.

Floral prints and colorful dresses are a must for me, like bright lips (coral or pink), nice even skin with some blush, I'd stay away from contouring, choosing highlighting over it.
Things you should always carry are sunglasses and perhaps a hat and an umbrella (here in the spring it can start raining at any moment). And don't forget sunscreen! Spring sun is what gets my skin irritated and this year I'm planning on starting early just to avoid my usual spring rash!
Also, I start carrying a bigger purse in the spring because I like to go to parks with my friends, so I often bring a blanket to sit on and some extra snacks, like fruit!
