Help with curling hair?

Whenever I curl my hair, I can never seem to curl the top of my head. Do you have any tips on the how to do that? The picture I included isn't mine, it's just what my hair looks like afterwards (basically just the bottoms are curly)

Maybe if you started the curl closer to you head. Like when you wrap it around start closer to the scalp of your head.
