Lancome Teint idole 24h hands down.
it doesn't feel heavy at all, has a matte finish, covers my redness and acne scars and it last on me for so long even without a primer.

Agree with alexis and Les but if you want a cheaper option try the loreal infallible pro matte foundation! my friend has bad redness and oily skin and she swears by it.

I don't have a specific foundation to suggest, but I know that a powder foundation works better for oily skin because it's harder for oil to penetrate the powder. I would look for a foundation from Clinique. They have really good foundations and skin care products.

Revlon Colorstay for oily skin! I don't know whether it cover redness or not since I don't get redness but it cover my acne scar well. It is long lasting and feel good on my oily skin.

I would suggest the CoverGirl Outlast 3-in-1. It has a primer concealer and foundation all in one! It's matte and I don't need to touch it up or use blotting sheets all day!
