I don't like using concealer as primer, my aunt works at a makeup counter and she is always telling me that concealer and foundation typically contain oils that cause your eye makeup to move around and slide off defeating the purpose of a primer

Are you worried about your shadow not budging? I usually buff a color similar to my skin tone and then buff some setting powder on top.
If you're looking to use your primer to help your shadow colors 'pop' you can always opt for a base by using an eye pencil similar to the color of the shadow you want to use.

I use a thin layer of a non greasy lotion, or eye cream. works awsome.

If you want your colors to pop, then simply wet the eyeshadow brush and swipe the brush around whichever eyeshadow color you use. Don't swipe the brush directly all on the eyeshwoed, swipe around the eyeshadow so you wouldn't have crazy bacteria buildup over time
