I haven't tried it so I can't speak to it's effectiveness, but nyx makes a dewy finish setting spray! I use the matte finish one sometimes and it's pretty good, so I would assume the dewy one is on par with that. Honestly, I've never tried a nyx product I didn't like!

Tarte Cosmetics Amazonian clay foundation leaves a nice dewy appearance. I just recently ran out and got the Kat Von D foundation and still in love with Tarte lol.

I agree. Use a thick moisturizer under your makeup. Becca Cosmetics illuminators are the best! So many to choose from. Also try a cream blush to give an extra glow. Stila has beautiful ones.
