For a less noticeable look then a dark maroon ombre would look amazing imo.

I think she'd look great with a dip dye/ombre! Going straight to an unnatural color can be a shock, especially with the upkeep. I say be a little gradual with it to see if she really wants the responsibility of upkeeping a full head. I personally prefer using box dye, because I know how to use it and make sure it looks good. If she's not confident with letting anyone other than a professional do it, that's just fine! If she is willing to try a box dye I recommend Manic Panic! They specialize in unnatural colors. And as for shades, I think a royal blue, turquoise, or teal would look beautiful! :)

I think that she doesn't need bleach at all, but if she wants to use it for more vibrant colors, I suggest using a volume 30 developer. It should do the trick for her!

And if she wants to prevent green fading, get a purple toned blue hair dye, like the top right and bottom right pictures. They'll fade into more of a pastel blue/purple rather than green. And if she wants to keep her desired shade, she'll have to redye it about once a month to once every 2 months depending on how resilient her hair is. Some hair just won't keep color in, and others keep color like a permanent stain lol. She'll find out how well her hair keeps color after the first dyeing :)

To help keep the color in, she should wash and rinse her hair with cool water, wash hair with sulfate free shampoo, and there are specific lines of hair shampoo/conditioner that will protect the color. Also, she should invest in a hair mask/treatment to help repair the damage the bleaching and dyeing caused :) Some great hair masks/treatments are Aussie 3min Miracle for Moisture, Garnier Damage Repair Butter, Garnier Marvelous Oil, etc :)
