I have really light skin and even NW15 in MAC is too dark. My face never matches my neck no matter what I do. I've tried multiple foundations, multiple colors , and I still come out darker than my neck or too white.

What foundations have you tried?
I'm pale myself and find Dior, Bobbi Brown, YSL and Nars all carry shades that match my skintone. Bobbi Brown is particularly good in my opinion.
Generally I also match my foundation to my neck or chest to get a good shade match.

I've tried everything when it comes to light foundations: mixing, different brands, light powder etc. and none of them worked out for me. The only brand that has carried a foundation light enough for me is RCMA.
No other brand had been able to match me, and trust me when I say I've tried almost every brand possible

I don't really match my foundation to my neck because your body is usually a lot more tanned than your neck as it's normally shaded by your chin so I match it to my body and just blend so there's no straight line.

Have you considered using some bronzer down your neck to help balance the overall look?
