It looks like Milia. I used to have it, but I have been using Ole Henrikson's "Truth Is In The Eyes" Vitamin C peel and now it is nearly all gone. Some ladies here swear their Clairsonic helped them. Exfoliation is recommended.

They might possibly be a calcium deposits? My friend gets them when she uses too much oil around her face. Might be best to see a doctor prior to using any products or trying any at home treatments.
